Is uirlis reachtaíochta de chuid Chomhairle na hEorpa é, An Creat-choinbhinsiún um Chosaint na Mionlaigh Náisiúnta.
Cosúil le Cairt na hEorpa do Theangacha Réigiúnacha nó Mionlaigh, déanann Coiste Comhairleach neamhspleách idirnáisiúnta maorsacht ar chur i bhfeidhm an Chreat-choinbhinsiúin ag na tíorthaí a dhaingníonn é.
Thar na blianta, bhuail POBAL go minic le hionadaithe an Choiste Comhairleach le tuairiscí chuimsitheacha béil agus scríofa a chur rompu faoi thionchar na reachtaíochta ar stáit na Gaeilge sa tuaisceart. Mar thoradh na hoibre seo, chuir an Coiste Comhairleach in iúl go láidir leanúnach nach raibh Rialtas na Breataine ná Stormont ag déanamh go leor don Ghaeilge.

The Framework Convention for the Protection of National Minorities is a legislative instrument of the Council of Europe.
As with the European Charter for Regional or Minorities Languages, an independent international Advisory Committee oversees the application of the Framework Convention by the ratifying countries.
Over a period of years, POBAL met frequently with representatives of the Advisory Committee to give them comprehensive verbal and written reports on the impact of the Convention on the state of Irish in the six counties. As a result, the Committee continuously made it known to the British government and Stormont that they were not doing enough to promote the Irish language.
